Backport dwarves from Bookwrom (v2024dev3) to Bullseye (v2023)

dwarves (1.24-4.1+apertis1~v2023) apertis; urgency=medium

  • Import newer version from Bookworm. The dwarves package is tightly tied to the libbpf library. Given we backported libbpf from Bookworm to v2023, which is based on Bullseye, we need to update dwarves as well
  • Diverge changelog making it specific to the v2023 release. This is needed to accommodate the different license scan toolchain in v2023, which is based on Bullseye
