Re-added wrongly removed apertis files from debian/apertis/

@andrewsh this MR looks weird and I'd like to have some feedback from you, just to double check:

• debian/apertis/ files were removed in this MR, I guess that was a mistake and should be re-added, right?
• There's no pristine-lfs branch. Perhaps because this is the first import from debian?

We’re the upstream for this package, we shouldn’t merge updates from Debian.

I have configured the pipeline to not pull any updates, but we should add a proper switch to the pipeline.
