Release dpkg-cross version 2.6.15.3+apertis1

This is a package of Debian Native format

With version 2.15, upstream mistakenly chose the non-native versioning scheme. This has now been fixed upstream in the latest version in Bullseye.

Since our CI machinery heavily depends on the packaging format declaration and the actual packaging of the package, fix it to be in line with the package format.
