Avoid shiping GPL-3 code

Walter Lozano requested to merge wip/wlozano/no-gplv3 into apertis/v2025dev2

After the rebase on top of Debian Bookworm some GPL-3 code is shipped, which is wrongly whitelisted. Fix the issues by relying on old version of some utilities and disabling some functionality.
