Re-enable cross binutils on arm64

Version 5.4-1~exp1 of the linux kernel requires and armhf cross-compiler for building compat vDSO on arm64.

This means gcc-arm-linux-gnueabihf and binutils-arm-linux-gnueabihf, so re-enable the latter on arm64.
