Drop the MPL-1.1 license text
Remove the MPL-1.1 license text since it triggers customer's license scanners. Even if shipping the license text would not make us subject to any of the requirements of the license, unlike shipping actual code under that license, dropping it from base-files avoids any confusion since base-files is a core package meant to be installed on all target devices.
