Add package sysvinit-utils to build depends

which provides the pidof binary package, which is used by many testcases.

The reason why this package is not listed, upstream, in the build dependency list is because the package itself is /Build-Essentail: yes/ thus making it available in most environments. It not being available in our OBS environment is a minor oddity that we may consider fixing some time later.
