`aa-status` was merged back in 'apparmor' in 3d5b5245
during the bookworm rebase because the reason of the split was no
longer valid. Unfortunately, the dependency of apparmor-utils-tests
was not updated.

This was required to avoid dependency on python in our minimal containers
because aa-status was in python. Now, aa-status is in C, so this split
is not required anymore.

Disable lto optimization to workaround build failures on tests. This
failures are not seeing in Debian since this tests are not built.

As reference, the error triggered is

  undefined reference to `aa_query_label'
