Set debian/apertis/component to development

Emanuele Aina requested to merge apertis/v2019-updates into apertis/v2019

Land e9b150c8 "ade: v2019 is the oldest release, use v2020 for testing" to the main apertis/v2019 branch as the ade LAVA tests checks out the git repository from that branch, rather than using the debian package.
