vm-netboot-server: add initial setup

Added the description how to setup DHCP/DNS/NTP services on Apertis SDK VM allowing to manage the DUT in dedicated network.

The services above are the part of netboot setup allowing to boot development boards over the network. Not covered in initial version:

• tftp&pxe setup
• nfs setup
• dedicated name zone
• individual board setup (See APERTIS-6115)
