Backport gitlab-cancel-outdated-pipelines from apertis-dev-tools 0.2024.11
- Add a new tool gitlab-cancel-outdated-pipelines to cancel outdated running pipelines
- gitlab-cancel-outdated-pipelines: makes arguments mandatory
- gitlab-cancel-outdated-pipelines: pass get_all=True to list()

The version used here 0.2024.4.1 is because 0.2024.4 is the last one in v2024 whereas 0.2024.5 is in v2025* with unrelated changes.
