Add new tool: routine-update-apertis

This tool, inspired by https://tracker.debian.org/pkg/routine-update, performs common cleanups in Apertis packages like:

• remove deprecated debian/apertis/gitlab-ci.yml
• add debian/apertis/lintian for packages maintained by Apertis
