Enable jack plugin

Requested by the ADIT MUM team to fulfill all their feature requirements. Upstream uses libjack-dev provided by jack-audio-connection-kit. Since jack-audio-connection-kit is not available in apertis, use libjack-jackd2-dev provided by jackd2. Also re-add the reference to jack in the description to minimize the delta with Debian.
