Add source_wip metadata

Metadata variable source_wip is needed to indicate to QA Reposrting App if errors detected in current test series should be added as Phabricator errors.

Allow to create new or update issues in Phabricator for "apertis/*" branches. Do not report about any issues found for development branches.
