Fix filter configuration phabricator-projects

In order to sync Gitlab with Phabricator a filter is applied in based on the phabricator-projects configuration. The value of this field needs to be adjusted to filter all the active bugs, not only the ones that appear in all the workboards.

Adjust the filter accordingly.
