Preparation for debian package files

gitlab-rulez should be provided has a debian package so it can be installed in the Apertis SDK and used out-of-box.

rulez.yaml is moved to infrastructure/apertis-infrastructure and replaced by sample-rulez.yaml.
This also removes the docker recipe as gitlab-rulez will be integrated in the SDK.
