rules: Special-case the gitlab-ci.yml location for custom jobs

The base-files and osc-plugins-dput packages ship a custom pipeline snippet in their debian/apertis/gitlab-ci.yml file, so keep using it until we add support to the main pipeline for triggering child pipelines if special files exists in the packaging repositories.
