rulez: Drop old branching rules

At this point, if a repository has no v2019pre branch there's no point in creating it as v2019pre is no longer an active release.

In the same way, creating v2019 branches is not needed anymore: even if it is still active, it doesn't make any sense to branch now anything targeting it using the v2019pre branch.
