Check GitLab project settings

This MR adds new dashboard reports regarding gitlab projects settings:

• the default branch should match the current Apertis development branch (currently apertis/v2023pre)
• upstream/*, debian/*, apertis/* and pristine-lfs branches should be protected

Also a new button is added on the dashboard to apply gitlab-rulez to projects via a new job.
