Untag lightweight runners from some of the jobs

In Apertis, there are many packages which are huge. For example, golang, rust, glibc, linux, firefox

For such packages, our runners need a lot of memory when building sources packages, pull updates and other similar tasks.

So, for such operations, do not use the lightweight runners
