ci-package-builder: Fail if the build on OBS fails

The OBS monitoring jobs seem to be reliable enough to not consider them experimental anymore and take their failure more seriously from the point of view of the pipeline.
Needs !81 (merged) due to a regression probably caused by the recent GitLab Runner update.
