ci-package-builder: Monitor build results from OBS, take 2

Reintroduce 87ef0c7c "Monitor build results from OBS" after it got reverted by ensuring the obs monitorig job is run if and only if the upload job has been run.

And while we're at it, also let the obs job fail without impacting the pipeline, to avoid causing issues if we still have rough edges to smooth.
