ci-package-builder: Automatically freeze stable branches

Rather than listing explicitly the stable branches to prevent direct uploads to them, match version identifiers for development releases and pre-releases.

This has the side-effect that uploads need to go through -updates even before a .0 is released, which is not too bad as it forces us to double check what goes in the to-be-stable release.
