Force OBS stage for proposed-updates branches

Walter Lozano requested to merge wip/wlozano/proposed-updates-obs into master

Since proposed-updates branches are used by our pipelines to import updates from Debian they should be checked in OBS before they land to protected branches.

Let's enforce that.
