Skip OBS build for folding MR

Walter Lozano requested to merge wip/wlozano/skip-build-folding into master

The folding should be basically a fast forward MR, so there is no point in rebuild the package in this case. This saves time as avoid unnecessary rebuilds, and also reduces dependency issues that delays the folding.
