With the default behaviour, pipeline does not cause a rebuild of packages on OBS. Users with no direct OBS access have no option to rebuild the packages. So change the default behaviour to rebuild packages on OBS and have an environment variable that if set makes the pipeline not to rebuild packages on OBS.
