ci-package-builder: Drop references to bullseyeboostrap

The bullseyeboostrap was introduced as a pseudo-release when kicking off the rebase to Bullseye for v2022dev2. Now that all the needed packages have been landed to v2022dev2 there's no need to keep around references to the bootstrap.
