tests: Clean up the proposed-updates/ branches in the scratch repo

Now that apertis-pkg-merge-upstream-to-downstreams no longer uses --force when pushing the proposed-updates/* branches we need to clean them up from the scratch git repository before starting the test or it may fail due to leftovers from previous (potentially failed) iterations.
