Target v2021 when pulling updates from Debian Buster

Since v2022 is being rebased on Bullseye the default for pulls from Buster should be the stable v2021 branches.

The CI is smart enough to use the apertis/v2021-updates or apertis/v2021-security branches as the actual targets.
