Disable FOSSology submissions, rely on old-style scanner only

The submissions to FOSSology currently run in parallel with the old-style scanner, as the intent was to evaluate them.

However, we're now in the process of rebasing and FOSSology can be quite slow and unreliable, so let's temporarily disable it to avoid blocking.

Doing so does not affect the actual functionality, as we still relied on the default scanner anyway for the detection of licensing issues.
