Use a single file to use direct reference in gitlab-ci.yml setting

Merge the packaging and upstream merge pipeline into a single file: by doing so we can then entirely skip having a gitlab-ci.yml in the packaging repositories and instead use a direct external reference in the CI/CD settings of each packaging repositories, like:
