Handle no new revision on re-triggering release pipeline

Recent versions of osc dput no longer create a new revision if there are no changes. This fixes the monitoring pipeline since it does no longer creates revisions that won't get any build job assigned, but also requires a little fix to handle the fact sometimes we no longer get a new revision, for instance when triggering a new pipeline on a already uploaded release.
