Allow non-GitLab backend usage in mediator

This patch set changes default AuthZ mediator behaviour: now it requires membership mapping backend to be explicitly set. CI pipeline has been adjusted to address this change.

It also adds initial support for OBS and LAVA backends (stubs only).
