The GitLab "Inconsistent behavior when using needs with skipped jobs" bug https://gitlab.com/gitlab-org/gitlab/-/issues/213080 has been fixed in GitLab 13.4 and since we're currently running 13.8 it's time to drop the workaround. \o/
