OBS: the build of some packages disturbs OBS behaviour

Background

While building some packages on OBS, unexpected and undesirable OBS behaviors may appear.

For instance, during the rebuild of v2025, we noticed:

• openjdk-17 was rebuilding in loop without succeeding.
• socat has blocked an OBS worker (xenon) for ~4 h while it takes usually < 500 sec to build the package.

While rebasing on Trixie:

• llvm-toolchain-17 was rebuilding in loop without succeeding.

Reproducibility

How often the issue is hit when repeating the steps to reproduce and changing nothing?

Put the in the most appropriate entry:

1. always
2. often, but not always
3. rarely

Impact of bug

Decreases OBS availability and extends the time needed to have the package available.

I had some suspect that it may be related to packages stopping sending output for a while, but socat is not probably doing that.

For instance, iirc reloading the buildlog page yields an empty log until some new content is emitted.

I guess it could be easy to test a package that simply does sleep 10m in its rules and see if it works fine, even if this is probably a red herring.
