Tweak push access to repositories - T8136

As part of the release, we need to relax the push_access_level for repositories to allow direct push of 'apertis/NEXT_RELEASE' branch to the remote repo.

This change:

• relaxes the rules to push
• further jobs push their changes
• restricts the rules for push
