These are a bunch of fixes I made which were done when branching release for v2020, v2020dev0 and v2021dev.

The big major change is to not proceed when any of the steps in the release process fail. Earlier, we didn't really honor failures from previously run commands. This resulted in many side-effects on the OBS and reprepro side on the server.

These changes were fairly tested for the v2021dev release branching.
