Add manual job instructing manual pipeline schedule creation - T9894

Since the pipeline schedules are to be owned by a particular user, the one that needs to be modified, currently it requries the same user to created the pipeline schedule.

Since we use pipeline schedules dominantly for target images build particular to a release, which in turn is triggered via builds-orchestrator, create the pipeline schedule manually
