Server-side copy for release branching - T9492

These changes, that of the server-side copy, help improve the overall performance of the OBS service. It does so by talking directly to the OBS backend and issuing an api call to do a server-side copy of the entire repository.

Upon server-side copy, which results in creation of the new repositories, these changes also tweak the OBS meta configuration to ensure that no rebuild of the copied package takes place.
