Do not clean reprepro in apply command · e520bfa6


We should only cleanup the RELEASE-updates and RELEASE-security
repositories after it is validated that the folded packages to the main
repositories have been built and published successfully.

On this note, the Stable Point Release documentation has also been
updated emphasizing this change.
