Print command to be run on OBS backend

Now that OBS has transitioned to a docker setup, and will envtually move to a k8s setup, we do not want remote commands executed.

Also, note that once we fully transition to an aptly based publisher, this step will become invalid.

This MR prints the exact command to be run on the OBS backend for the reprepro publisher.
