gitlab: rulez: ensure CI is actually enabled

For some reason, several packaging repositories recently had CI disabled, leading to failures in other parts of our infrastructure. While the root cause hasn't been identified yet, it can be useful to ensure CI is enabled in our rulez file so we can quickly fix such problems.
