Backport v2024 <- v2025dev3: generate_licensing_bom: Skip packages with no report

It can happen that packages don't ship a copyright report, in which case they need to be skipped and flagged later. In this commit, those packages are skipped, and they are flagged as part of the later check against dpkg status file
