[backport v2024dev3 <- v2023] Enable rhosydd package distribution on SDK and HMI

Vehicle daemon provides the interfaces for application to develop the appby using real world vehicle data.

• Listing all the connected sensor and actuator to the device
• Subscribe any specific vehicle data
• Monitor all the vehicle data
• Mock backend to simulate all the data
