When setting SUBMIT_LAVA_JOBS = 1 externally we were still not monitoring the LAVA jobs on secondary branches.

Fix that so that forcing SUBMIT_LAVA_JOBS = 1 causes the pipeline to both submit and monitor the LAVA jobs.
