Disable e2scrub related services

Walter Lozano requested to merge wip/wlozano/e2scrub into apertis/v2022dev3

Debian added e2scrub services to check LVM volumes, which are based on bash scripts. As minimal and target image don't provide bash these services fail, causing LAVA jobs to also fail. Since this is not required for minimal and target images disable them by default.
