Add rpi-imager oslist generation

This commit adds a new oslist build stage to the CI pipeline, during which we create JSON-formatted entry files for arm64-rpi64 images. A new job in the artifacts upload stage then takes care of combining all these entry files into a single oslist file compatible with rpi-imager and deploys this file onto the images web server.
