Use USB mass-storage automount on target and minimal images

We have to support automatic mass storage mount on target images to allow offline updates for OSTree-based images. Keep the USB automount feature for APT-based images as well to have the same behavior across all Apertis images.

The USB mass-storage automount feature is related to HW pack, hence move it from ospack recipe into appropriate HW packs for minimal and target images.

Renamed overlay to correspond to feature implemented.
