gitlab-ci: add arm64 target images for RPi3/4

Generate unified arm64 target images for Raspberry Pi 3/4 and all needed dependencies.

Common uboot target images are not supported at the moment, hence did not add them into pipeline.

Since there are no RPi 3 and 4 in LAVA -- skip tests as well.
