Move `ci-flatpak-builder` to its own branch

ci-flatpak-builder is not release specific.

This branch is used only for the flatpak gitlab ci helper which is used to build Mildenhall applications.
So, remove all runtime related files.

This also update the recipe to set APERTIS_RELEASE and pick the Docker image based on branch name.
